A European Framework for Psychologists' Training

FORMAL QUALIFICATION REQUIREMENTS - GERMANY

The title. Access to psychological professional practice is reserved to persons who have obtained a university degree as "Diplom-Psychologe". A Diplom-Psychologe is entitled to render services in any area of professional psychology.

The law. The title "Diplom-Psychologe", being a degree exclusively granted by requisite university training, is protected by the general German penal code (Strafgesetzbuch § 132 a 1). Further protection of the title is given by the law against unfair competition (1987) which prohibits the use of potentially misleading professional terms such as "Practicing Psychologist" or "Parapsychologist". The title 'Psychologist' is protected by a case decision of the Federal Court of Germany (1985).

Further specialist education and any specialist titles. Any German or EU-based person presenting him/herself as "Psychological Psychotherapist/Psychotherapist for Children and Youth" needs to be certified according to a new law (1 January 1999) after three years of additional full time (five years part-time) practical and theoretical training which is concluded by a state examination. Condition to enter the requisite training is a degree as diploma-psychologist or an equivalent foreign degree. Training programs are offered by universities or officially recognised training institutions.

The German Psychological Association (DGPs) and the Professional Union of German Psychologists (BDP) have since 1999 also established the opportunity for diplomated Psychologists to become certified as "Work, Industrial and Organisational Psychologist" after at least two years of practice. The additional training is conducted part time and covers 120 hours (à 45 minutes) work in a professional team of 4 - 8 psychologists, the carry out of three practical projects with report, and 240 hours of participation of special training courses (20 % of which may be recognised from one's university studies and 10 % from participation in professional congresses). Universities and the German Academy of Psychologists offer such training opportunities the quality of which is supervised by regional committees composed of experienced practitioners, members of the Academy and the universities. Certification is granted after successful conclusion of the training.

Research. There exists no special post-diploma research oriented educational program for psychology. Research careers are opened by completion of a doctoral thesis which on average will take 3 - 4 years under the guidance of a professor or a doctoral committee.
